Not really enough time to get to London and back

Tourist visas are not granted at the airport. If you need a visa to enter the UK, then, if you have not got one prior to your arrival, you will either have to wait in the transit lounge for your next flight or be deported back to the country from which you came.

Heathrow is a short train ride south of London. If I remember correctly, it took about 30 minutes each way. I would not recommend a visit if you have only 4 to 6 hours. By the time you were able to get the train back and forth you really would not have any time to see much of anything. I don't know what requirements they have for visas.
