For many people they’re taken at the same time. If you take a year off between school and tertiary education, that’s a gap year. If you want to go overseas and need to work during that gap year, you go on a working holiday.
If you want to go overseas at any other time while in your 20s and need to work, you go on a working holiday.
Sorry, but if you’ve finished high school, you really should have been able to work that out.

Gap year = taking a year off between high school and uni. Some people travel, some people work etc.
Working holiday = working while travelling to make money.
If you are looking at doing a gap year abroad you might be better off coming over on a school exchange. Lots of people who have finished high school do this
gap years are typically travelling around on a budget.
Working holidays are better for your resume/CV. You generally pay for them but that includes all your accommodation, food and some travel. They work out a good value way of travelling.
