No.
Adults need photographic id for domestic flights (this includes UK to Ireland) Under 16s do not id. This can be a driving license OR a passport.

Anywhere outside the UK and Ireland and your baby will need a passport.

Any child, any age (even infant) needs a passport to fly out of the country. You can get one within a couple weeks, though...no big deal.

Depends which part of Ireland but definitely not Scotland. Or at leat that was the case the last time I took an internal flight.

Edit: just found this on the web:

you travel with a valid passport on UK domestic flights but will accept one of the following as an alternative, providing it includes a photograph and is valid on the date of travel:

EU or Swiss national ID card
CitizenCard
Driving licence
Student ID card (international, National Union of Students or University/College ID)
Armed forces ID card
Police warrant card/badge
Airport employees security ID pass
Government issued ID card
Official Company ID card
Electoral ID card (EIC issued to eligible N Ireland citizens)
UK Council issued bus pass (Senior Citizens only)
Fire Arms certificate
We will also permit an expired UK passport for use on domestic flights for up to two years after expiry.

A child travelling with an adult on a UK domestic flight does not require additional ID. Unaccompanied young persons aged 14-16 must carry photographic ID on UK domestic flights.

No. I know that Ryanair dont need I.d from Stanstead to Shannon for under 16s so you should be fine.

I se people are disagreeing so why not check out the websites and look at their conditions.
