You don't need to spend a huge sum. Like the other answer says you can go to the supa in the evening and get discount food. You can crash at a YH for 1800 yen a night. You can go to a convience store and buy cup ramen and they have hot water there for you. If you want to drink cheap, drink shochu. In Hokkaido in the summer you can always find a place to pitch your tent for free. If you already have a place to stay and a rail pass, you could get by on 3000 yen a day.

If you want to dive I suggest bringing your own reg/console and mask, snorkel, fins. They might tell you they don't have an XXL wet suit, but that's just because Japanese tend to think of Westerners as all being large. Just assure them you are not an NFL lineman. You don't need to go Oki for good diving, Izu has great vis.

It really depends on your travel habits. I mean just think if you were to do a four week backpacking trip in your hometown how much money you would need and what things you would need to get?

Food is cheap, I mean obviously don't go out eating at french restaurants everyday and you will be fine. The average Japanese doesn't go out eating 50 dollar USD dinners every single day, why should you.

On the Japan Rail Pass, the JR pass isn't valid everywhere so you might need to factor in extra money for trains and transport not covered by the Japan rail pass. Not to mention if it is a 4 week trip I assume you got a 21 day JR Pass? I find the 21 Day JR pass to be an utter waste of money unless you are reallly really really using it to go everywhere, which I find hard, but again I don't know your travel habits.

The cost of living is FOUR times higher in Japan than the US. Maybe that will get you started.
