You have to have experience first. Cruise lines usually have a minimum of 5 years in the customer service industry. Wanting to be a room steward, you could apply for housekeeping jobs at local hotels.
Either way, cruise ships do not hire summer employees. A contract runs something close to 8-9 months. At the end of the contract, you have a couple months off before the next contract (if you chose to sign up again) starts.
When you are ready to apply, go to each cruise lines website. At the bottom you see Careers or Employment and you submit your resume there.

You will not be hired without experience. Period. Also Room Attendant position on most cruise lines tend to be filled by, non-English countries. Contracts generally run anywhere from 6-9 months for room attendants, depending on what cruise line you are working for. So doing a three month stint in the summer is probably not going to happen. They want people who are going to stick around, at least for the duration of the contact and hopefully then renew their contract after that.
Also, when you say that this is the first year you are old enough, do you mean you are 21? Since that is the minimum age for room attendants on most cruise lines.
Not to burst your bubble, but for 3 months, it probably isn’t worth it. You need to have a medical completed before you get on the ship. The medical alone costs between $700-$1300 and since it’s a pre-employment physical it is not always covered under your or your parents current medical insurance.
